3. Tim Bombardier, the chief of police, was quoted by WCAX as saying of the suspect: “She was apprehended by people outside and people inside the building that saw what was going on. My understanding was that they tackled her.”

Herring will be arraigned on Monday, authorities said.

The DCF has come under criticisms lately, which prompted a new law.

A special legislative committee had been investigating the state child welfare system following the deaths last year of two children whose cases had been handled by the DCF: 2-year-old Dezirae Sheldon, of Poultney, and 15-month-old Peighton Geraw, of Winooski.

In these cases, murder charges are pending against Dezirae’s stepfather and Peighton’s mother, both of whom have pleaded not guilty.

4. Jody Herring has been accused of killing DCF worker Lara Sobel. Sobel had been involved in a case which saw Herring’s 9-year-old daughter taken into state custody, officials said.

dThe new child safety law focuses the state’s priority on protecting children and their well-being, rather than on reuniting them with their families.

Gov. Shumlin said DCF employees handle challenging family situations and do their work “out of their dedication to the children and families of this great state”. He said:

To lose one of our own in the course of that duty. is shocking and heartbreaking.

DCF staff members were asked to go out this weekend only on emergency calls and accompanied by law enforcement.
